No, not in the way i think you mean. You can parry then hit them with a great combustion. I think unless you are near max casting speed(45dex) they have a chance of rolling away though.

Oh I see. I was hoping I would be able to do something similar to a regular unarmed attack.

...You CAN two-hand the flame, which I THINK might let you melee as a standard attack instead of a power attack...
