Dough, there's a difference between lore and story.. Lore is more like back ground story that you get by observation and looking, it's not information that is truly relevant to your character.. It's kinda like trying the learn the entire history of tamriel in the elder scrolls, it's just not that important.
Story is what the game tells you and the actual events that your protagonist goes through, which you must admit is much less than most games, most of it isn't explained beyond what you must do, and the only story weaving coming from tiny amounts of dialogue.
That's why you can say there is definitely a vast amount of lore and a flushed out world, but the story is minimal.
