Can you lay down a white summon sign there? Then I imagine the red sign soapstone should work.
Even if the sign has to be right outside the cage, that shouldn't be a problem because they could just see you inside the cage and go battle you in there.

Like retro said, if you can summon whites than reds should be the same. Although i dont remember ever seeing a sign down there before and i was never invaded in there either so i dont think you can do anything in that tower. I think you have to go out of the tower before summoning any kind of phantom.

You cannot put any sign in the Archives until you reach the room right after you get up the huge ladder at the top of the jail area.

Awwww....... you beat me to the point. I was going to say that me and my friend were never able to summon each other until we got out of the tower. I dont think you can even put a sign down in there.
