Well you would need to come up for an Idea for your Cov to be based around.
e.g. Killing gankers or something to do with vengence etc (Be as original a possible)
Expand your Idea to include ranks, armour, lore, event ideas etc (Have a look at what type of things other Cov's have. But make sure your ideas are original else nobody will bother with it)
Then make a thread here and/or a page on the Wiki to share your idea with others. If people like it, then they may want to join your Cov. then expand, expand etc
Then welcome to the Family
