Split damage on weapons with low base is usually awful. A lightning uchi is something my SL 100 would love to trade with all day, and I could got away with missing a lot and still win. A 40 dex uchi +15 being 2 handed with one of the major buffs? That I take a lot more seriously!
Here is your basic uchi dex starting distribution:

Giving you excellent scaled damage and plenty of HP. You can go a few directions from there:

The buff builds give you disgusting dps and an excellent damaging spell. Dex/Pyro gives you some trade versatility via black flame and some good combos off great fireball stun. There's no reason to gouge VIT or END with a katana build and then go lighting path; that's far weaker than the above and won't give significantly more than the ~1800hp you'd get wearing RoFap.
Here's a proposed equipment set to go with the less stat-intensive INT build:
High Defense (don't trade with heavier weapons or black flames) http://mmdks.com/35j5

You can always dump some poise or defense and go for ninja flips too. You have to trade away some hp or defense but it depends what you want. What you will get with CMW on a maxed scaling kat buff, however, is obnoxious damage. If you go the 76 poise route you can really r1 spam like crazy vs anybody who isn't in position to parry you...just make sure you get 1st hit against hammers and the zwei as they'll stagger you in 2 hits but you'll likely stagger them in 3 (don't trade if you can't stagger them in 3, hit and roll or block + play more tactically).
This should give you a basic framework of a dex kat build.
