Does it switch over to 28 int requirement. Because otherwise I don't see much point in these unless you are at a really high level

The requirement stays the same. I will use Velkas Talisman for casting WoG and Great Lightning Spear because my intelligence is 50, so it scales pretty nice.

Yes. Velka's Talisman scales with faith. That is only its magic adjust. The magic/miracle requirements stay the same.

If you plan on capping your Fth at 30 (gives you access to WoG, SBL, DMB, Great Lightning Spear, among other spells), the highest Mag Adj any talisman will give you is 172 (Canvas Talisman).
So if you're a hybrid Int/ Fth, you actually only need >34 Int for Velka's Talisman to become stronger than the Canvas Tali (at 30 Fth, of course). When you consider that arguably the best Int spell is at Int 44, then it actually starts to seem like a very good talisman!
In fact, if you do go to 44 Int, then Velka's will now be more powerful than any Talisman up to Fth <40.

That actually sounds like a fun build. Pure caster w/ low Vit and End, WoG for up close and CSS/HCSM for range.

Endurance 35 (for MGS and heavy armor)
the rest in vit and att.
Velka's talisman works great with this build, particularly if you also use the dusk crown. You'll also have access to both the MGS and the Moonlight Horn (both are really good). If you face another int build, whip out GMB and go to town. If you face a melee build, pelt them with magic and poke them with your MGS and MH. It's a really versatile and fun build.
