Classes should be limited to the types of spells they can use
Ex. Pyros shouldn't be able to use Firestorms, Clerics shouldn't be able to use TWoP, Sorcerers shouldn't be able to use Pursuers and Dark Bead.

Agreed. I would say that pyros --> Lauternius only, sorc --> griggs/rickert only, clerics --> petrus only would be more than appropriate and fair.
Also, if we are starting this very soon, I'd be willing to take role as thief and begin my build right now.

What about classes like the thief which get 1 attunement slot from the start? Would they be allowed to use spells or not?

They aren't equipped with spells from the start, so I would assume no.
Besides, how are you going to cast it if it isn't part of your starting gear?

i dont think it be fair for the clerics to only get petreus as they get no attack spells where pyro and sorcerors get some that may be insignificant but still unfair advantage. ust my opninon though and ill join in on this.

I think Great Lightning Spear should also be accepted, but only because of the large Faith required to use it at this level.

i agree the lighting spears should be allowed and whoever said about the heal excert so you know how long it takes to use a heal? no one in their right mind would dare do that in a battle unless they are 100% sure they will get it. as for emit force idk would be fair to me as that thing is so easy to dodge its laughable but thats up to billy.

I think what fair is debatable. Sure Clerics with WoG and Pyros with GC and GCFB will be strong, but a sorcerer with GHSA is a joke in pvp. Lightning spears are a joke in PvP. Fire Orb is a JOKE in PvP
