I've played the multiplayer beta of the new GoW today and it does have lag. The other guy was hitting me before I even saw his attack and I hit him with delay, but unlike me, he could defend. It was actually pretty similar to DkS.
DkS doesn't lag per se, it's more like a latency, a delay. If you co-op and none of you has lag, you can notice you hit the mobs with no delay and same to your host, the delay happens only when two players fight each other and I still believe that it's there on purpose, so that you can't fight each other like you fight mobs.
With the GoW example, I can instantly block, parry and punish everything that happens there. However, unlike GoW, you got only one life, one chance to win and the combat is quite different, so without the delay, all PvP would just be outright turtling, with waiting for the other guy to attack, so you can parry him. Without the delay, you could parry players, just like mobs, meaning that the PvP would need to be seriously reworked, or we would just parry each other, or spell spam like crazy.
It's the same reason why shield rebound doesn't happne in PvP.
