So far it look like DMB and Gwyndolins armor will be needed to attain high ranks, but other than that, it's open.
There will also be specialized group the focus on dolling out justice in specific areas.

Gwyndolin's armor requires him to be dead and therefore have the cov unjoinable for that playthrough...

Which means to be at the highest rank, you have to be at the 2nd playthrough as SL 120. Exactly what Serious said and I'm making a new toon for this so getting that far in NG+ would be a pain. This would also mean that to get to the highest rank one must be useless to the cov temporarily (not a DM).

To be high rank, I just felt like Dolins armor was the best choice. Killing him in the first play through is the only way to aquire the bow as well.
I am open to suggestion though.

Zack, I'd make the cov quickly, cause The Stalkers are doing a big invasion soon. If you did a "cleansing" near or at the same time as the invasion, it'll totally be awesome

Your forgetting it also needs members. The mechanics of the cov will probably be finished soon but the lore will takea while longer.
