Your Soul Level is probably the issue... If you were lower level you'd be able to Practically Vibrating People way more often.

yeah it seems the level is the issue but he is my main so it would be nice to have it on him ya know but yeah the level might be abit high ;X

You could try hosting in the kiln, I'm sure you'd get at least some dragon eye's.
