its good for both, mostly pvp for the bs and parry damage. for pve i would reccomend a +15 with a buff.

go with the uchi then, most people that see someone use a bk they automatically think youre only gonna bs them and theyre gonna play dirty. i would use it as a back up weapon just in case you go up agaisnt someone that playing dirty. btw the reg rapier is the best bs/parry weapon in the game.
