There's no need to ask an admin about it. No idea why it is in FAQs. Maybe it applies to the wiki only? Not sure.
Anyway, if you want an avatar here, on forum, all you have to do is go to your profile and click on the avatar menu (it's in the middle). There, you can upload an avatar from your PC, or from URL.
Make sure it has the proper size.
