Issues summoning in forest

Me and my friends are having issues summoning in the forest and we have no idea why. Player 1 is host and is SL 114 while player 2 is SL 100 and player 3 is SL 126, which is well within the summon range of player one. We are testing and found that player 1 can summon either player 2 or player 3, but not both at the same time. Player 1 can see both summon signs, but once he summons one of us the other summon sign disappears and doesn't return until the white phantom leaves.

So what I am speculating the problem is that either you can only have one white phantom in your world at a time in the forrest so that there is room left for 2 invaders, one Forest invader and one Darkwraith/Darkmoon invader. Or the other issue could be that since Player 2 (SL 100) and Player 3 (Sl 126) are not within co-op range they are not able to be in the same world together.

It's hard to summon more than one person in the forest, I'd join the forest hunters, so you have less connection issues from people trying to invade, and you'll be more at peace to look for the sign

If you are not a forest hunter you can only summon one person at the entrance to the forest, its not connection you just have to be a forest hunter.
[Well at least on the console]

I'm not 100% on this but I think you may need to go to the area before sif to summon a 2nd phantom. Its very rare I bump into 3 when forest invading.
