it takes away the randomness, but does give the opportunity to grief the griefers, which is cool. I could see this happening through covenent management though.

I voted for Good, Maybe (dunno why you allowed me to check multiple boxes). It makes it easier to direct PvP to those who want it, but it also makes jerk-tactics like spawn-camping and ganking easier. So maybe only allow it to be used when alone, and make sure that there's enough spawn-points and make the invader always spawn at a point that's not near the host.

This is already in Dark Souls. It's called the Dried Finger. Chances are it will be in Dark Souls 2 as well.

That's not really the same. The Dried Finger only resets the cooldown on being invaded. The suggested mechanic goes even further by putting the people using it on a priority list.

People can't be prioritised like that, the game doesn't just put you on a list and you go higher up the more you use the item. That would mean that people could just keep doing it, and then the other people who used it would go down on the list. If a lot of people in the same area are using it, you're practically never going to get invaded as people will be more prioritised than you, even if you are using it yourself.
