Are there any places that give consistent Darkmoon invasions? And, what SL is best?

Well, I'm not sure if it will be the same for you, but I get a lot of Darkmoon invasions in Anor Londo, at sl120. Like I said though, not sure if it'll be the same for you.

I've joined today, i'm SL 100. Ive got a ton in Anor Londo some my level and some feel like hackers, could be much higher level, although I doubt it.
Then I switched to Sens Fortress got a few there, and I currently left off in the forest. Surprisingly I've only come upon one 2v1 there. The rest have been one on ones.
So far those are the only ones Ive done. I've gotten 15 Souvenirs of reprisal.

120 works best, but anything is fine.
Anor Londo, Painted World, Forest, Township, Kiln, and even Burg all gave me good traffic in my Darkmoon days.

Darkmoon has no level restrictions...Sorta. It depends the most on Indictments. I invaded a low level player who i could kill in about 3 hits...

I don't fully understand what you are asking. Are you trying to invade as a darkmoon or BE invaded by darkmoons.
If your trying to be invaded obviously just kill gwynevere and chill out in dark anor londo for a while. Darkmoons of any level can invade you there and you can be any level too. It is hands down THE BEST PLACE TO BE INVADED BY DARKMOONS.
If your trying to invade as a darkmoon, that is a different matter entirely.
What I do is get my DM's to SL122 and use the Blue Eye Orb while the Darkmoon ring is equipped. that way there are 2 possible locations in which i can invade: the location im in and dark anor londo.
If these two suggestions don't help, perhaps you should consider joining the Lordran's Deliverance user covenant. Its a pure DM covenant so you are BOUND to find some useful advice if you join.

Ok. Looks like 122 (I'll probably do 125) is a good way to go.

my DM character is SL 100 and i have the most luck in the township. its the closest i would almost be comfortable calling "consistant". you have much better luck just wearing the ring, although that has become a gank spot similar to the forest.
pro tip 1: if your using the ring once you start to get summoned you can swap out the ring so your not stuck with that crap.
pro tip 2: fit the phrase "pro tip" into as many conversations as possible.
