Did a little bit of sequence breaking and I forgot to talk to Solaire in the Hellkite bridge so I never got my WSS. Went back to check on him and he's not there, he's also not at the Sunlight Altar.

Can I still get it or just in NG+ now?

As far as i know, he drops the WSS when killed. So killing him should still grant you the WSS if he's not around the first spot anymore. Otherwise, you could try talking to him the next time you see him.

Actually, try revisiting the spot and resetting the game. He may, according to the information i collected within such a short time, return once more.
