I do have other characters with items I could trade for dragon body stone, scales. I was just hoping to do a play through as a dragon on me new sl1 character. If I have it I will trade it.

I don't think this can be traded at all. Once you acquire it's there for good.

dragon head stone and body stone can both be dropped, so i don't see any reason why it shouldn't work. in this respect they are unlike other covenant items like the orbs or soap stones.
different thing is to find someone @ sl1 that has some to spare....
