They are less uncommon, due to many being over or under 100. Many are either staying at 120, because they don;t want to go higher for some reason, and many stay below to help those of lower levels, as the lower levels require help some times.
As it is, i have found that areas such as the depths and such are empty of soul signs one day, and the next plenty are seen all over the place. Depends on how the mass goes, like a school of fish follows. As it is, the areas you mention will probably not contain them, except for Anor and the Painted World. The Four Kings Soul Signs are seen where the elevator to the Firelink Shrine is, while the Crystal Cave is seen by the closest bonfire, if not on the wooden balcony where the fog gate in the area is. If not, you will have to wait a day or two, before the school of fish come along for needings of help.
