You have extra weight, get a better shield.
BBoP has the best dex scaling buuut it fires much slower than a shortbow or composite bow, so unless you only use it for long distance shots a different bow would be better.
Might as well through on Power Within, OR RTSR (though you'd lose hornets, FaP or some armor) I will toss out two builds, one more about Dex and Magic... http://mugenmonkey.com/darksouls/?c=2324131367308738

The the first, buff up, and use HCSM and SS to zone if you feel the need, otherwise go to town on em with your blue machete.
In the second, use PW to boost damage and try to activate RTSR. Keep a Sanctus on hand, you can swap either velkas or TCC for it to slow down PW killing you too much. Use Aural decoy and Chameleon to confuse and stalk your opponent, a CMW RTSR Hornet's Rapier Backstab does enough to one shot basically anyone. You can also use WoG to knock people off cliffs ect. It's not east though as between Hyper mode and the teeny vit and end investment you're only real options are the OHKOs
