They both have the same face, and are both kind of douchy.
BL2 made a big call out to DKS, I thought maybe this was FROM's answer.
Furthermore, Chester seems totally out of place in the DKS universe to me.

Not really. I mean, I feel Chester has been apart of Dark Souls longer then Handsome Jack has been around. After all, in the Collector's Edition mini-artbook there is an image of Chester in it, meaning he was planned during the developmental stages of Dark Souls but was dropped later on. Then they made him as a part of the DLC.

Well I suppose that wraps that mystery up.
I killed him right away because I figured he would be nothing but trouble.

Any man who hides behind a mask has to be up to some kind of trouble.
In a world as dangerous as DKS, I won't give trouble a chance, lest it become BIG TIME TROUBLE.
Furthermore, it was obvious to me upon first encounter that the wretch was surely no knight nor even a gentlemen which was made apparent by his laxadaisical posture. Slumped about like a vagrant on a suspicious post, what could he be up to if not trouble?
His attire is that of a poker hall gambler, and his top hat is not of any distinguishable quality. I suspect it was once the crown of some poor fool who erred and let the sneaky bastard cross him .

Seriously though, on my first playthrough of an area I like to do things via my inhibition rather than carefully plan everything to get maximum content. There will always be another playthrough to attone for fouls ups on the original but it is fun to see where my own choices take me.
This time, it seems, killing him immediately paid off because then he can't invade me later. I don't think there was any downside to it.
I really hate invaders, as I only PVE.

If I were to murder everyone I thought suspicious in Dark Souls, I'd have to murder more or less every NPC I encounter.

First off, its not murder. Geez man, you make it sound like I'm a bad person! It's just being cautious. After all, the curse of the dark sign, you know? They're gonna come back.
