I don't think it changes the item discovery, but maybe its a quicker method.

In short: Probably not.
On the other hand, maybe the huge arrows scrapes off scales better than anything else.

Either way, using your bow is the easiest way.

On that note, I wonder if using the best lightning spear yields more scales as well, considering the opening says that "gwyn's mighty bolts peeled apart their stone scales." maybe it applies to drakes too.
