The unofficial SL cap is 120 for duels and such.
The range is about 110-130.
But you can still get a good amount of PVP action from SL 50-80.
Hotspots:
The Forest - If you're invading be prepared to be ganged up on.
Kiln - Good 1v1 spot with some cheap players.
Undead Burg - Same as Kiln.
