Is it PRACTICAL? No. If you wanted to make it MORE practical you should drop your strength to 34, boost your health to 50, and drop the left-handed shield and just two hand the right hand one.
Would it be fun? Probably, if you played in an area where you could at least TRY to knock people off a ledge (Sens?).

The shields dont hit hard, its not worth using them as a weapon. I thought for sure this was going to be the full stone set with dual dragon bone fist.

The goal of the build is to annoy. The defense would probably troll quite a bit of people. Besides, I always thought a sheild build would be fun. How fast does the sheild hit.
