You can use the eyes almost anywhere, but it has to be within the confines of an area (like the Burg, Sen's, Catacombs, etc--an area). Can't be in "in-between" areas (where an area becomes another--like in-between the Demon Ruins and Lost Izalith, for example), some bonfire rooms, boss rooms, or Firelink.

You also need to be in the right covenant, I know it sounds obvious but you can't use the dragon eye if you're not in the Dragon cov.

Also, if you're being invaded, you can't use an invasion item. Sometimes it's hard for invaders to connect to your world, but the game is trying, so you won't be able to use invasion items even though it appears there's no invader in your world. To check, you can either spot the fog gates that appear to seal off the area when there's an invader present or, if you're not close to where those would appear, equip homeward bones in your item slots and check them. If they're greyed out, it means someone's invading.
