+15 uchi vs +2 lightning washing pole

I realize the washing pole isn't capped yet, however right now at 45 dex they're nearly equal in shown stats.

+15 Uchi - 225 + 197
+2 Lightning Washing Pole - 207 Physical 207 Lightning

Uchi 1 handed hit=215
LWP 1 handed hit=130

Can anyone give me an idea why the Washing Pole is hardly hitting half of the Uchi?

The lightning Washingpole needs to go through two defenses, lightning and normal.
Not to mention the enemies you're testing against, they might be resistant to lightning.
Not so long story short; +15 is better than lightning.
