Messages from other players will have the icon change after recieving a certain number of votes.
According to the wiki-
A message with a rating of 0+ has a Undead Merchant avatar.
A rating of 100+ will change to a Solaire of Astora avatar.
A rating of 200+ will change to a Domhnall of Zena avatar.
A rating of 300+ will change to a Darkmoon Knightess avatar.
A rating of 400+ will change to a Princess Gwynevere avatar.
A rating of 500+ will change to a Primordial Serpent avatar.
I've only seen the first three, never seen anything higher than the 200s.

Although just so you know, messages with a knigiht of astora icon are messages by that NPC, Oscar.

I don't understand the messaging system in Dark Souls. I've left messages which I thought would be useful all over the damned place and never got a + for any of them and what's this avatar thing you're talking about, never heard of it before?

Ratings give humanity, and as such are abused en-masse by players with many friends trying to get a fast fix of humanity.
The forest on X-box has about 4 orange soapstone messages with 1000+ ratings that say "Need Sunlight"

But like DoughGuy said, there is also a select number of NPC messages hidden throughout the world, accessible when you use the Seek Guidance miracle. Some of them include text that other players are not able to leave, like "Follow the shining flowers". They have a Knight of Astora icon.
