I think this is most likely true. I am in the forest covenant and I am pretty sure I have fought some low-level hosts and some extremely high-level hosts when I have invaded. There is no sure fire way to know unless either the FoC member or host text one another to ask the question about their level. Most of the time this is not possible since we are both actively trying to eliminate each other. It appears the Cat Covenant Ring has only one condition for a FoC member to invade and that is for a host to enter the forest in human form - that is it. That is why I love this covenant - it is the only convenant that appears to allow invasions with the possibility of great level disparity between combatants on regular basis. I have repeatedly told low level hosts (based upon their appearance and fighting style) which I have eliminated (they would text me grieving:cry: ) that when they come into the forest they better come in "hot" with guns blazing!!! I think people forget this when they trespass in the forest - they may be fighting against some very high-level FoC members.

Just write down how many souls you get from killing someone and throw it up on the Soul Level calculator. Google it and you'll find it.
