Because it's not upgradable.
It's a boss armour. I'm pretty sure no boss armour is upgradable.

It should be though, it's stats are terrible. Still, best looking heavy armor in the whole game.

I've always had this idea that, similar to boss weapons, boss armors should be upgradable with Demon titanite. Certain ones *coughSmoughscough* would have to start below their current values and at max upgrades reach them as they are now, but others *coughMoonlightRobescough* could actually become decent armor sets if they were able to scale up from their current stats.

Agreed.
In their current state a lot of them are rather pathetic stats-wise.
