upon my return to dark souls i wish to make a true assasins build, like low level DW, real sneaky git any thoughts or suggestions as ive always been a duelist

Use only really strong fast weapons, like daggers or crossbows.

I think it would be a good idea to decide which area you want to invade in mostly, first. Then you can set your level according to that. Pick an area that has a lot of hiding spots, and alternate routes. For example, Sen's seems like a perfect spot, and in many places it is, but there are many bottlenecks in that place. If the host is ahead of you in the fortress when you spawn, they'll just camp out in a room with their 2 phantoms and there's only 1 narrow path to get up there (which happens to have boulders rolling down it, so you can't even choose when you make your approach), so you can forget about being sneaky.
Anor Londo might be good, if you invade from in front of O&S's door. And the Painted World. Invade from inside the harpie tower, and you'll spawn where you pick up the RSS. You can be sneaky from there. Lost Izalith is alright (invade from where Solaire goes hollow), but it's more of an ambush place than sneaking around. There are ways to sneak around and drop behind a group, but you still need to wait for them to come to you to do that.
Anyways, think of where you want to invade, and I'm sure the rest of the build and tactics will fall into place easily.

Blighttown is a good idea. Plenty of chances to literally drop in on your prey.

Maybe those gloves aren't the best option but I can't take the time to find a better poise/weight option. I'd just hate to be stunned by and 1H attack at all.

I tried to keep your build intact as much as possible, just made a few changes:

- Crown of Dusk was useless
- 20 Int was useless
- Made the BK elemental so you're always ready do perform a critical hit, you can enchant the BSS if you like
- Swapped hornet's ring for ring of fog, because OHK backstabs suck! And hidden body doesn't last long enough
- And last, but not least... Gave you invisible legs! So you'll scare the **** out of noobs with a floating crimson set! (Might not be the stealthiest armor, though. If you like the invisible legs, change the crimson set for something more stealthy. Or you can change the whole setup altogether for less weight or better stats. But I think this would be fun!)
You can play around with the Vit and End (you'll have to change the armor if you want to lower End) to lower your level, if you like.
