Unfortunately he is dead. I believe the trailer you are talking about is one for the original game (if you could link it I could be sure). Although I would love a quest where you got his proper sword.

Hmmmm I'd rather it be that he has lost a specific item, perhaps a memmento of somekind, and your job is to journey far and wide in lordran retraciing his steps to find out where he lost it and who has it now.

well its not beyond reason that it could happen. I mean Artorias is supposedly dead, but we are travelling back in time.
So maybe Tarkus will make an appearance, but I am not getting my hopes up. But doughboy is right that scene is taken directly from the trailers in the original game, its not new content unless it was removed from the original due to time restraints.

Tarkus is dead, sadly. One of his armor says in the description that he reached Anor londo but died shortly after, which matches the location of the body with the black iron set.
It is possible the DLC will do something with him though, as in the art book there's a picture of him with a unique sword and glowing red eyes. Most likely it's an idea that was cut, but supposedly they are reincorporating some of those into the DLC.
I would like to know more about him, he seems like he'd just be a stereotypical tough guy knight from his appearance but everyone else in the game has character, so I'll go off that.
