I'm afraid not, Leeroy will only appear as a black phantom when the Lordvessal has been placed.

I can't see why you wouldn't be able to. I think the only thing that's blocked before getting the lord vessel is Nito's arena from the baby skele area.

Posting to reaffirm this. It's true you can make it to the spot where Leeroy spawns without the Lordvessel, but he won't actually show up unless it's been placed.
