They stack. Non-scaling weapon cant be buffed.

just so i'm clear on this, when i cast cmw on my bss the magic damage will stack on top of whatever dex scaling i have on the weapon, right?

Yes. It makes the bss in particular very dangerous as it will 3-4 shot most players, is very fast and has suprising reach. Expect a damage bonus of 2-350 damage a hit, depending on your stats of course.
