Is Demon Spear the strongest of its type? That was my original idea but alas if I can get one stronger I would hate to waste my time.

A perfect turtle should be something that can hide behind its shield for maximum effect because anyone can hide behind a shield and to be noted for doing something so trivial you need to take full advantage of it. To do this I suggest a +15 Estoc, +15 Iron Round Shield, the Leo Ring + RoFaP, and Greater Magic Shield. Let me explain why:
The +15 Estoc is versatile weapon that can be used from behind the shield with reasonable range while having a great move set. The running attacks of all rapiers are very powerful and can be mixed up with attacks from behind the shield. When running with shield raised and attacking with a spear or piercing sword causes you to suddenly stop and do the attack. It will allow you to decide if you want to trade charges or try to get a counter hit. It is very useful against most Scythe users who will rely on you trying to strafe to get a dead-angle.
Why an Estoc over a Spear? I use spears a lot, they are my favourite weapon by far. However, they aren't that great as a turtle weapon against a real PvPer. Someone who knows what they are doing will almost always be able to get a roll-BS on you.
Standing behind a shield the means the Leo Ring is almost a necessity: it gives 40% more damage to an attack that is a counter with a pierce weapon. Normally, getting counter means trading blows (you have to hit the opponent during an attack animation) but, from behind the shield you can take full advantage of the power of this ring. It can be devastating should an opponent try to break your guard and can often decide the result of the fight.
RoFaP is chosen over the normally superior DWGR because you won't need poise or heavy armour to tank hits. You are able to hide behind that shield and you need to take full advantage of the fact to be the perfect turtle. The extra stamina is the reason you are taking this ring because you'll need maximum stamina in order to deal with fact sometimes you won't be able to regenerate to full and you need to make chipping away at it take longer than the fight itself.
Greater Magic Shield is a seldom used buff that you use to up the stability of your Iron Round Shield. It makes you possibly the hardest nut to crack for 30 seconds should you be careful about being BSed or Dead-Angled. However, this one is totally optional and if you do pick it use Velka's Rapier as your weapon of choice (which has the same length as the Estoc).
Why is the +15 Iron Round Shield chosen over the stereotypical turtle +5 Havel's Shield? And yes, turtling is boring and stupid, for both you and your opponents. Your PvP fights will totally suck, because with that setup, you will even force the more "legit" players to constantly go for pivot backstabs in the end, or spam WoG or Great Combustion... What else are they supposed to do?

iv seen people use this its annoying,boring and stupid however realy effective i like yr comment at the end XD yes do try anything else... this method is by far the lamest form of drs Turtles

Disclaimer: I've never made a turtling build. So everything I say below is theorizing... but it sounds pretty convincing, if I can say so myself!
In my opinion, the ultimate turtle should be focused on attrition, being able to outlast any opponent. For this reason, I wouldn't use buffing spells of any type, since they wear off. That means no magic shield, magic barrier, or magic weapon. Remember: you're there to outlast your opponent, not outdamage him.
With that in mind, just pick the largest shield you like (Stone, Artorias, or Havel's), stick your back to a wall, and sit there.
I would recommend a pike, since it'll give you the most range. Range, for a turtle, is extremely important for one specific reason: not getting parried. You can't parry a long spear at the tip of its attack, you need to get up close and personal. The pike gives you a good range you can attack in and not be parried, so your opponent will have to be very determined to go through all that poking to get close enough to be able to parry you.
Now that parrying isn't a problem anymore, and your greatshield virtually eliminates all other attacks, your last and only worry is bleeding. Heavy armor has good bleed resistance already, but if you want to be the perfect turtle, you might want to consider the bloodbite ring.
After all this, I don't see what could possibly kill you! No backstabs, no parries, no bleeding, and all other damage mitigated to the point of irrelevance. Now it's just a waiting game! If you're patient, you can probably be successful like this... but it'll be boring as hell, and I bet the majority of your opponents will crystal out!

Yes! That's what I do when I come up against a turtle. Even better because they don't expect it! I love doing it in Sen's, mostly. The host will try to turtle in a doorway, so there's no way to get around him--most will even try to block me into the path of a boulder. Makes for a very satisfying victory, since they thought they were invulnerable.

Eagle shield, pike, standard helmet, hard leather armour, iron bracers, balder leggings and broadsword as a backup weapon when you need to get up close and personal. Swap your shield to an empty hand in those situations since you may want to parry and no one can fight in close quarters with a shield that big.
The whole purpose of this setup is that you look like a roman legionnaire. Just get two exactly same looking phantoms to aid you and you have a legion. Well, kinda. You're only missing around 5000 guys. But three is enough, right?

I'm working on my own version of a "turtle" build, but I think of it more as a tank build

Turtle build.....You do realize im going to just jump off a cliff or just throw poison knives at you right?Or better yet have tons of blooming moss and dung pie you all day.Just try to take that blooming i dare you(you will die).

Hehe black firebombs in conjunction Sure their bar takes longer to fill up.But still quite possible.Plus any weapon i use will be coated in poison to help out.
Turtles are easy, just annoying.Parry finish near the end or rush down when going for a heal.

The spider shield negates poison/toxin, so if your weapon hits it, you don't increase their bar, it just stays the same. Although you could shield break them easier with that little thing on their arm.
