if you wanna use it off hand i'd suggest the trident, you need 16 str n str. velka's needs 16 dex and the str requirement is low but i dont remember. velka's is good with 50 int and the move set is pretty awesome.

yea i got it with my faith build and was, Dang this is awesome, but i don't really like the spells for int. so im thinking i'll go ninja chamelon with the velka as my main weapon and left hand for spells i love melee too much to deal with magic lol but the trident would be a nice option

OK, do you want any spells, buffs, alternate weapons (dex-based)?
Here's some suggestions:
Vit - max it to get to 120
Att - decide how many spells you need
End - 30 should be enough
Dex - 40 (if you want to use dex-based weapons as backups)
Resis - don't touch
Int - 40 (unless you want CSS or DB). Don't go above this, Velka's AR will barely increase
Faith - don't touch
Now, figure out how you want to play - spell based, melee only, combo, etc. The biggest decision will be Att. Once you figure out your Att, then let me know and we can fine tune your stats and figure out which Class is best.

I don't think you can buff a Velka's. GL with this build. If you tell me how much Att you want, I can tell you the ideal starting class.

Funny, I just decided to do a build around Velka's Rapier/intelligence earlier today. I'm going to up int. to 50, endurance, vitality, and dex to 40, which will put me around 128, I think, but I'm also going to throw 8 more points into attunement so I can play with more of the spells I've never previously used.
I may modify things a little bit to get the heal miracle if I decide to do 4 Kings co-op with this character, though.

Setting dex to 45 will maximize casting speed, so I have 2 suggestions
Vit: 47/42
Att: 12
End: 30
Str: 10 (base)
Dex: 40/45
Res: *
Int: 44
Faith: *
Use Tin Crystallization Catalyst for spells.
Those are my suggestions.

Sorry, I reedited my post, I had a couple errors. So, relook at it. 
Dex increases casting speed, but that caps out at 45. The only reason to put dex at 45 is to increase speed, it won't increase your Velka's AR.

im not worried to much of casting speed i'll prolly keep that at 40 and put those extra points in vit or end.
