How is the server populations world wide? I am having a really hard time getting summoned by anyone at all. Is this normal on PC? I am in Anor Londo.

1: Your soul level could be to low/high for that area
2: PC Population is a decent ways lower than console

All I can say is every time I've been in Anor Londo from SL50 through 100 I've seen several summon signs by the bonfire and if I feel like PvPing I can always find somewhere active to host or invade (i.e. the township is always active and other areas like the forest and burg are frequently active)
I'm not sure if the "Can't invade on the PC" topics are people whining about not being able to find constant PvP in less popular areas or if it's just people being unable to sort out issues with their connections
The PC population may be lower than that of the PS3 or 360 but it's still there

PC population has, at least from what I've heard, been quite low compared to the consoles this may be part of the issue.
The other issue could simply be your SL most people at Anor Londo range from an SL of 40-50 sometimes they can be of a lower or higher level though.
Connection may be an issue too. Do you connect to other players often or do you rarely get connected at all? If it's the latter it may be your connection.
Of course the time you play matters too, certain areas of the day such as 3:00 PM to 8-9:00 PM normally have a high amount of traffic for players so if you haven't been playing around those hours I would suggest doing so.

Since the steam sale there's been a lot more online activity on PC imo. Still not as much as there should be though... I have the game on every system and the PC version with DSfix beats the console versions in every way except online activity.
Faster loading times, better visuals, connectivity fix for GFWL friends, countless mods (but yes, cheaters suck), and probably the most important factor is the game doesn't turn into a slideshow when there's too much happening on the screen with a semi-decent computer.

PC is great for fight clubs too as you just add everyone as a friend on GFWL, get DSCFix and get instant summons. Makes things really easy when it works.
I'm not sure of the cheating situation on the consoles atm, but lately on PC I've been running into hackers that are taking a more subtle approach rather than just balls to the wall curse on hit and other obvious things.
Most have been modding armours to reduce damage (upgrading unupgradeable armours) and increasing their HP and stamina but not making it infinite.
A few weeks ago I ran into one guy who had 15k HP but everything else was normal, managed to kill him once, but generally he won.
Ran into a guy last night in full Giants who was spamming every dark magic he had, along with CSS and only swinging his weapon when he thought he'd fished enough for a BS. Then as soon as he gets hit he runs to find some enemies to hide in.
Took 6 Hornet ring BS's to kill him (on a quality build with a +15 Halberd), didn't get a total of his HP, but it was far more than he should've had.
A similar thing happened with BF3 as well, when the hacks first came out every hacker was just all out insta killing people and being pretty brazen with their scripts, but as time went on people started to get more subtle, slightly increasing bullet damage, reducing recoil, those sort of things that make you think "well maybe he's just more skilled/got lucky". It's a little harder with DaS as you get the damage numbers above their heads so you can tell if someone has increased their HP beyond the natural limit, but I think we'll find that people will start getting more subtle with their hacks, which is worse than all out balls to the wall hacks as it just makes you start to doubt everything.
