Awesome fluorescent hair- is it possible?

Now that I have your attention.

I met an invader in Burg, who had glowing blue hair. I totally love how it looks with the red of his Darkwraith form. I asked the guy how he got that haircolour and I was told it can be done in character creator. However he couldn't give me any details because of lack of English and instead told me to try to find it on Google, where he found it as well.
And so I did, but I only found how to do it by modding and on PC, nothing for PS3.

We all know that the Character Creator is pretty screwed up, but I never managed to do anything crazy with hair.

Can glowing hair be obtained without modding on PS3?
A simple Yes, or No will suffice. I won't ask for any guides, or anything, so that there's no risk of getting into trouble.

Yes u can just crank the blue slide bar all the way up and the others all the way down

If it's dark blue, you put the blue slider on max and the rest on min. I'm partial to cyan however, and add some green in there until it looks cyan enough.

Yes it is possible.

I just tried it exactly as Shun described. Max blue, rest to min. The hair is indeed blue, but it's not glowing.

Don't know about the glowing effect, I hear that's something that's possible in character creation but I've never tried it. It may have a tinge of green that gives it a glow when invading, or a tiny splash of red. Or it's some form of supreme haxxor.

I've encountered 5 people doing this up 'till now, 4 of them saying it can only be done through modding, 1 of them denying he was modding whatsoever. With Dragon legs sticking out of his Elite Knight armor. And a Crystal GS. And having way too much health for being SL 10.

Anyway. it really seems that glowing/neon/radioactive hair can be obtained only via modding. Not the same modding Serious does, but it's Much similar.
Shame... I really liked the glowing blue hair.
