You could probably run an unorthodox thing like flash sweat, but a more plausible counter is to menu-swap black knight shield (very popular anti-pyro). This build can still get stunlocked by UGS, UGH in one hit and 2 hits from anything like hammers, axes, and great swords.
Aside from the obvious like "kill it with dark magic", "carry high poise and poise BS the pyros", "do it back", things like WoG, or things like spear flips + pokes?
Really any min/maxed build should have SOMETHING that can answer dexterity with pyro, just as it should have some way of dealing with high magic damage (even if it's just fast roll) and stunlock stuff (poise or poke).
I killed a SL 120 version of just something like this in the forest in full giant's with a mace at SL 92. Smack, smack (stagger), smack (stagger) ---> backstab...since I'd hit him once prior this easily did enough damage to kill him outright (this combo alone is going to do over 1600). The only issue was catching him getting a little too close before going into the katana poke, allowing a 2nd hit to connect + stagger. For him to win he'd have either had to surprise poise-bs me off an unlocked run or just poke me to death with freaking perfect spacing.
You're going to need range, buffed damage, high poise + poise break...SOMETHING that you can use to start predicting his movements and then catching him via that prediction...otherwise kat users and spear flippers will pick you apart if you let them get away with stuff.

You'd have to be very careful. If he had black flame on 45 dex (not unlikely) it can stunlock that poise easily. With a build like you have you'd have no choice but to get into a poke match, where you'd have a slight advantage but not a huge one. You can't trade with 60+ poise and BF like that

Knowledge of your threat to them and theirs to you goes a long, long way in this game.
