A common theme I'm seeing recently is people rocking halberds and buckler's/target shields. I can't even attack them without being parried. I see no way around it for a strength-ish buld. As soon As I attack, Riposte. I jump attack, stabbed in the back, WTH do I do.

don't just go up to them press r1, if they spam parry punish it with a bs, its the easiest thing to do, going up to them or rolling then pressing r2 instead of r1 works great too since the timing is gonna be off for them and you will make them go splat(depending on your weapon), also kicking them and then doing a lunge attack will hit them most of them time since most people roll backwards after that. but yeah, pivot bs'ing them is the easiest one since the buckler/target shield and parrying dagger's animation is so long.

as a str-ish build as you call it you should have at least 1 greathammer in your arsenal and enough poise to tank a halberd hit, so if parry/attack bait -> BS is too cheap for your taste just use a great hammer 2h rolling attack against their parry attempts and see how long they try it (psst, it's unparryable). i had to msg quite a few dudes that kept trying it and tell them they shouldn't^^

Jump attack or hit them with castings.Backstabs work,bonus points if you kick them first.People who try to parry all the time are like BS fishers,they aren't very good so teach them the faults in their strategy.You could also just be patient and time your attacks,being obvious is what makes you easy to parry,not your weapon speed.The worst thing you can do is keep back for a while and then step towards them to attack,it's like a big warning siren that tells them to parry.

A couple of fun tactics to use on parry spammers:
- Run up as if you're using your Zwei/whatever, but then switch to GC or BF and spam it on them. Parry will come far too early to partial-parry the GC and it's unlikely they'll out-dps it.
- Switch to a weapon like a chaos estoc, reinforced club, whatever you want really as long as it's fast. Then kick them + quickly attack.
- Dead angle. Parries vs dead angles are partial parries. Best accomplished unlocked, which is easy enough since you have a ~270 degree swing radius.
- Wait for them to attack and trade, depending on their weapon.

Just bs them if they attempt parry all the time, or attune Great Combustion and pretend to attack, then roast them. If they're using a fast parry shield they're very easy to land bs on.

I use this combination myself whenever I use my Halberd. It's my favourite combination due to the Halberd having such huge damage that it can easily outdamage even the strongest of riposte weapons.
On to the topic...
An easy way to fight this is to outrange it. Even with a slow weapon, a quick feign backstep to running attack can put you at a huge advantage as the Halberd's recovery time on a whiff is insanely slow.
Another great way to counter is it so simply sidestep. There's a cool little trick where if you hold down the sprint button while strafing, it will "charge" your sprint. This way, as soon as you push up on the analog, you'll immediately go into a full-blown sprint without having to wait for it to charge up. This means you can simply strafe the Halberd and punish with a running attack.
Also, don't be afraid to parry them yourself. Halberd users are very easy to bait into getting parried if they feel they can stunlock you.

I love to see Bucklers. First thing I do is bait parries. Do R1 from a distance (purposely miss) and wait to see if they parry. That means, don't do anymore then 1 R1-R1 (back to back). Now, R1 . . . pause . . . R1. Bait their parry and R1 at the end of their animation. Or, bait their parries and BS them.
That extra long parry animation can really count against them. Use it to your advantage. If they can't parry well, you'll slaughter them. If they can parry like a pro, well, then you really didn't stand a chance anyway (cause as soon as they see you parry-bait, they'll stop doing it).

Outranging them is definitely a viable tactic. If you have a demon's spear or DSS use it and try to attack them at that weapon's maximum range- spears can't be parried at that range.
