Whenever i am in pvp and someone uses fire surge and i dont block it....it does upwards of 300 hp...but i made my first pyro character and my pyro hand is fully upgraded and in pvp and pve it does about 17 hp with the quick burst on all different types of enemies..what am i doing wrong

There are several things which lower damage output.
Fighting an enemy with high fire defense for one.
Most in PvP will use the Crown of Dusk and Bellowing Dragoncrest ring to increase damage. Using them will most likely be a bit more impressive for results. Also, a tactic is to fire about 10 surges in the same area with rapid succession. You'll get hit for every one. That could be what most are doing.

are the enemies blocking/fire resistant? what NG+ is it?

The fire surge has low damage but makes up for it in quick numbers. It's made for sustained bursts. Upgrade your flame and don't be afraid to burn them to the bone.

Sugre is a burst pyro. It doesn't do much on it's own but it adds up in close area battles.

It's also fantastic for keeping up a relentless assault. Just keep it going to chase the enemy. One of the reasons most people who try to pivot backstab me at least get hurt beforehand.

it's a good spell to put pressure on your opponent, not so much for dealing heavy damage…which it can do if you catch someone without poise and they aren't smart enough to strafe around you.

One hit does very little, you need to keep firing it and rack up damage on the opponent.
