I just finished Sen's Fortress with Lightning Spear but my Broadsword is currently +9.. If I make it lightning, would it be effective? What about +15? Advice.

Depends on your build, what stats are you working on?
+15 will always be better than lightning if you invest your stats into it. If you keep your stats at the minimum requirement to use the broadsword then lightning will be better.

I am a Pyromancer pouring into Vit, End, and Dex. I WAS doing strength for a bit but I stopped at 16. So now the cycle for every SL is just Vit, End, Dex, Vit, End, Dex, so on. It'll change after a while. I'm currently SL 42. Whaddaya think?

Make it lightning for now, but don't use a slab to make it +5. Then if/when your stats are high enough swap to +15

if you're not gonna level up str then go with the balder side sword, you could also make a quality build and go 27str and 40 dex and two hand your weapon so that you get the same ar as 40 str.

If you keep str at 16, then a +15 Broadsword will do you little good.
If you're loving the moveset, you could try using the Black Knight Shield and an elemental Barbed Straight Sword, but you'd have to be a vit gouge to optimize that.
What Rant says about 27 str would also work good with a broadsword if you plan on using 2 different weapons.
