What platform are you on? If people knew what you played on it would be easy to set up practice duels and such.

Typically people tend to PvP as Darkmoons, Darkwraiths, or Forest Hunters. I haven't seen many Dragonbros personally. For a new person, I'd recommend saying away from the Forest, simply because you can get lots of unsavory fellas or people with much higher soul levels than you. Honestly I'd recommend sticking with the basic Red Sign Soapstone and placing it at various PvP hotspots, assuming you're SL 100 or 120ish. If you're still leveling up, join the Darkwraiths and use the Red Eye Orb on the level appropriate for your area.
As for builds, you can do almost anything and get away with it but of course some things are more optimal than others. Buff style builds (DMB/SB or CMW) can be incredibly strong since most fights don't last the full minute. Putting Pyromancy into any melee based build will add a lot of strong offensive options, like using Great Combustion for a wakeup hit after a parry or backstab. If you give us some sort of idea what playstyle you have, we could probably help out with a build for you.

Honestly, put 8 more points into Vitality and you've got a pretty decent CMW Dex build. The INT is a little low but I don't think it will be a huge issue. I would recommend dropping Power Within though unless you like that high risk high reward playstyle.
But yeah, definitely look around the forums for other 360 players and try to set up some practice duels; that'd be your best bet for getting your feet wet.
