Do boss-soul weapons have a stronger base damage if the weapon you base it on is stronger? For example, if I make a chaos blade from a scimitar, would it be stronger if the scimitar was +14 compared to +10?

No, if that principle was kept you could repeatedly upgrade then downgrade weapons..
But you can only upgrade +10 to boss weapons sooo.....

A boss weapon is a +15 weapon.
Although, like other people have said, boss weapons are not as strong as the +15 version.
They are unique in terms of their damage.
A good example is the Furysword.
Compared to a +5 Chaos Falchion, the Furysword is better.
Not in terms of physical damage.
But for fire, Furysword has HUGE fire damage, even through split damage, the weapon is practically all fire.
Another: A Chaos Blade.
Easily the strongest Katana.
But garbage R2's and the fact that you take 20 damage per hit don't really make it seem very attractive.
Smough's Hammer.
An EXTREMELY strong weapon, although huge strength requirements and can't be buffed.
It all depends on your playstyle, boss weapons have their pros and cons over normal weapons.
In general, I'd say boss weapons are in fact stronger than normal weapons, although they almost always require a special upkeep.
