Means the bandwidth dipped. Could be hardware ( my laptop lags more than my phone), connection, someone else sucking bandwidth etc

^ I was having that exact problem for awhile, then I realized I forgot to password my new wifi network, so one of my neighbors was stealing my signal and killing my bandwidth

If it's your PS3, and you don't have problems playing games online but are having problems watching Netflix I wouldn't think it's your bandwidth. I could be wrong, but I assume games require a lot more bandwidth than films. Are you connected to the internet through a WiFi network or are you connected with an ethernet or USB cable?

First off. I'm using cable. But my internet is not like it used to be (IT'S *** BROKEN.) Also using a cable.

I may suspect it's some poor connection but i wanted to know if it was a problem Netflix has or just...POOR INTERNET.

Random lag spikes with my internet makes it do the same thing on my Xbox.

Probably something internet related. PS3 should play it extremely well. If it was a phone I would say maybe on Netflix's end. The newest version of the app can be a problem on some phones. The menu and interface is data heavy and lags. Usually the movies play fine....... once they start
