I thought the only people to sell the feather arrows were the Crestfallen Merchant and the Giant Blacksmith.

If you don't need a bunch of them you can easily loot the Hunter Set in the Darkroot Basin and get 16 of them.

I am confirming the giant blacksmith does sell them do the wiki is incorrect.
