The fact is that in Dark Souls 2, people are going to find a way to mod the game to make builds. FromSoftware could try to have tighter enforcement of the no hacking rules, but people would still find ways around it.
This is why I think that From should actually make their own save editor for the game, and keep in control over it. They could determine what is just "making a build" and what is "cheating" for example, they could make it where you could not just spam the divine blessing or mushroom equivalent, but still let you add equipment that you could get anyway by putting hours into the game.
We can all agree that save editors help the community grow by giving more incentive for people to stay for PVP without having to play through the entire game every time they make a new build which they intend to use exclusively for PVP. This also allows for more experimentation to find new and unique ways to play.
