It was only ever attainable by glitching. It may have been patched out or something similar.

PC players can get it by hacking, and spawning the armour. I think that's the only way.

I know Vageta311 (WHICH i think is Serious_Much but i'm somewhat un-sure. I may be mad.) made a video on it. He showed both the Elite Cleric armor and a mage Outfit.

I have the sets from a modder. I only use the Sorcerer Smith set because it has the exact same stats as the regular Sorcerer set (, just a different color). The Elite Cleric set however is a bit different. It has very good defences for how much it weighs.
So yes, they exist.
