If I have the required strength without required dexterity of a weapon can I use it effectively? Maybe whit two hands?

If you don't have enough stats to use your weapon, the game will tell you.
It will either tell you that you can't use the weapon effectively at all, or that you can use it effectively only in two hands.

If you don't have Str, your character will swing the weapon in a very slow and clumsy way, dealing minimal damage and getting rebound on hit.

If you lack any other stat requirements, your character will swing the weapon normaly, but will rebound upon a hit and will do less, or minimal damage.

If you use your weapon in both hands, your Str gets multiplied by 1.50. This allows you to use weapons with less Str than they require, however you can only use them while holding them in both hands.

Two handing weapons affects only Str stat, so it cannot be aplied for other stat requirements. Also, weapons that require you to use them with both hands (Bows) are not affected by this and you need to have exactly the required Str to use them effectively. You can still use Bows and Crossbows without required stats, but your character will do a clumsy (and funny) animation after you fire them and the damage will be minimal.
