Okay, this is probably a REALLY stupid question but does leveling up a shield increase the damage reduction? I have a Grass Crest Shield +14 and only just recently noticed that the only stat that increase with leveling is the physical ATK parameter which is now at 113 +30....so does that mean that is the Shields attack rating or does it block proportional to that number? I'm really hoping I haven't wasted a large amount of titanite on leveling up a shield only to have it not effected.

I believe it only really increases the atk of your shield. I don't think it will increase it's defence unless your looking to upgrade it into a boss shield or add an element to it.

What you are doing is raising the stability of the shield. Stability ratings determine how much stamina you will drain in order to absorb certain attacks.
Yes the attack rating is going up as well at the same time. It is useless, unless you put the shield in your right hand and attack, or use a shield that bashes as opposed to parries.
And Ashen is right, you can make a shield elemental and increase the damage reduction of certain elementals, but the returns are minimal in comparison and rarely ever used.
One example would be the Bonewheel shield. I use a +10 Fire Bonewhel shield, but only because of its attack, NOT becuase it gives me extra protection against fire damage.
You are upgrading your shield correctly.

I forgot the Stability part. Sorry about that In my last few weeks before I ship out for the Navy so it's been a good while since I last played Dark Souls and looked at the stats and such.

Stability is the important part. I use the Grass Crest with nearly all my builds, and it maxes stability at 63 before +15, so there's really no reason to waste a slab on it.

As mentioned earlier, it is for upgrading stability.
There are actually certain cases where it isn't a bad idea to upgrade your shield a certain path. For instance single spells can be blocked even with low stability, so a +10 magic Warrior Round Shield will actually block something around 80% of the magic attack and then make you have your shield knocked away. Against bosses like the Four Kings this is perfectly fine because of the time it takes for them to attack afterwards. I personally use a +10 Sunlight Warrior shield when I cosplay as Solaire against Gwyn since it has 90% fire resistance, and sometimes I have to dodge parts of his combo and block the final one. It also works well for partial parries since it does indeed reduce the damage taken from fire.
I've never found a greatshield though to benefit from elemental upgrade paths defense wise, unless you just want the damage for the bash. Due to how great the stability can be on them I always upgrade them normally. Small shields work well with the elemental paths since you'll be mostly parrying with them and not blocking anyway, so when you do need to block a spell you can take it.
