Personally I think Ricard would win this, because, while Jeremiah has the Chaos Magics, Ricard is known as the Archer, and since the casting time on Jeremiah's Pyro is quite long, the archery would cancel that. And when it comes to melee, Ricard is quite good with his rapier, when he actually feels like it.
Lorewise, more is known about Ricard, given the fact his rapier's description states he is an infamous Prince, and Jeremiah's whip says it is not good for combat, even if the thorns make it minimally effective.
My opinion '-'

Richard has the better chance to me. His armor though heavy reduces the damage of the whip, which says it's not fit for combat, to that of a slight sting and offers good poise so he can't easily be poised broken or stunlocked. Richard's rapier can do quite a good damage to Jeremiah's cloth armor, though it takes more stamina than Jereimaih's whip. Also Richard is an archer and can use the time it takes for Jeremiah's pryo spells to work to get a few shots and perhaps a headshot to Jeremiah. Also it gives Richard an advantage of range from Jeremiah and his close range pyromancy. Finally Richard uses the target shield that while small makes Richard faster at parrying an attack from the whip. One parry and riposte will seriously harm Jereimiah's health. That's my take. By the way what type of roll does Richard use when dodging anyway?

I'm not sure what roll ricard has, but a whip is unparriable.

Never tested or faced someone with the whip before. Though that does take a big advantage from Richard, though he should still have the better chance...Unless he does something, I don't know charge into Jeremiah right when chaos storm goes off.

I personally think Jeremiah would win. His armor is weaker and his weapon sucks, but the chaos pyromancy is no joke.

True Jeremiah does have speed and overpowered pryomancy over Richard. However he and Richard need to be close or trick Richard into using the bow so he gets a pyromancy spell at him. Though I think the biggest downfall for Jeremiah is that if he runs out of pyromancy it all comes down to who can kill the other fastest, without taking much damage.

Ricard's roll is the mid roll animation, which gives him another advantage, because getting out of the way of those pyros is quite easy with mid roll, and as stated, he is also an archer, which gives him an advantage over the pyro as well, because Xanthous' casting is quite slow, so unless he makes a terrible mistake, Ricard wins, hands down '-'

Jeremiah's got no Poise: Depending on the distance between them, Ricard would likely win. Jeremiah would only win if he had enough space to cast his pyromancies without interruption, and only if Ricard ran straight at them... which he wouldn't, because he switches over to his bow if there's enough distance.

Uhmmmm... So, the allmighty rapier vs chaos pyromancies? I think the filthy prince has an easy victory. Maybe if Jeremiah tries to corner Richard and cast a chaos firestorm...

If Jeremiah had any poise, I'm pretty sure he would win, those pyro really hurt, and Ricard is not wearing any magic armor.
However, since he has no poise, and Ricards have two fast hitting weapons, the bow and the rapier, I think Jeremiah would not have a chance.
Lore wise, what Azamuth said looks pretty solid

Would depend on if Jeremiah can get his pyro off, if he does Prince Ricard is toast (pun intended). If he can't, Ricard gets the upper-hand as he is more suited to toe-to-toe combat than Jeremiah.
Since he has no poise and Ricard has a bow he could interrupt Jeremiah's castings, but then Jeremiah would probably only need one successful hit. Ricard would have to fight a mistake-free fight in order to win and I think that's a little less likely than the chances that Jeremiah can't get one pyromancy to connect.
I vote Jeremiah.

This one time I had Ricard right where he is in that picture.
I parried and riposted him and then what happened after that was insanity. As I plunged my weapon into him, I DIED! I didn't die from some external threat and my HP was near max. My own riposte somehow killed me. The worst part is that I came back and no rapier and no Ricard
So I would vote for Ricard. Since he has magical powers that can kill you from the grave.

I would say Ricard based on my experience with both. I think everyone's thoughts are valid. One pyro blast could be the deciding factor. However, every time I've fought Ricard, he's fast and actually intelligent when switching weapons and more importantly he's aggressive with both. When it's beneficial he'll take shot after shot on you with the bow but when it seems like there's no advantage he quickly closes and goes for the rapier attacks. If I was going low poise I could see myself actually having a tough fight against Ricard. Jeremiah I've never had any issue with except for a lucky shot. Sadly, a lucky shot is possible for any character though so I think, 9 times out of 10, Ricard wins.

I would also agree that the odds of this fight are in Richards favour.
So my money would be on him for reasions already highlighted by other's.

Ricard he has faster atk and a boow to keep range seeing as pyro cant go far to hit him also hes the only one that has poise out of the 2 so his repiar will stun lcok befor the whip unfolds

At a distance, Ricard will spam arrows like no other; however, his position on the tower kind of screws him over since the arrows tend to just fly over peoples heads. Put them on even grounds and I'm pretty sure Ricard would win, unless he does something stupid.

In terms of annoyance I think Jeremiah would win. Lets see getting hit over and over by a whip that should barely do any damage or getting arrow spamed? Wait a minute...

Is there anyway for a PC player to make a mod to get NPCs to fight each other? Then we would know for sure.
