While many will debate over what is the best PVP weapon, I think I would like to say that I think in terms of PvE that the Halberd weapons (Gargoyle's Halberd, Black Knight Halberd and Scythe) are probably one of the best PvE weapons in expert hands.
Allow me to explain, the Halberd weapons combine the reach of spears with the power of axes or clubs. This results in a powerful mid-ranged weapon. In addition, the moveset of the 2H consists of an upward attack that lets you hit mosquitoes and ghosts that are above you and hit crystal lizards, while the strong attack is a 360 double hit move. All the while, the jumping attack combines the natural reach with a long arc sweeping attack with little recovery.
All this creates a weapon that can deal with all sorts of situations effectively. The R1 handles any enemy regardless of height; R2, deals with being surrounded; Jump attack, for countering. Of course, the halberds suffer from stagger on miss, which is why I mark this as an expert's weapon. People familiar with enemies will most likely never miss and can use the halberd's reach to attack from a safe distance, removing the worry of a shield while increasing power.
These weapons also have another benefit: They don't scale well. This means that their elemental upgrade paths carry much base damage, making them stronger than most other weapons in the same path. In addition, the BKH has effective physical damage with possessing the highest AR on the base requirements and is easily and quickly upgradable.
